When you press send on a message, buy something online, or sit down to watch a film, the data does not fly through the sky as most of us like to imagine. It travels through hair-thin fibre-optic cables that lie along the ocean floor, carrying the daily pulse of modern life through water that is dark, cold, and almost completely forgotten. Britain depends on these undersea cables for roughly 99 percent of its international telecommunications, and on similar subsea infrastructure for vital energy supplies such as electricity, oil, and gas. They are the hidden veins of the country, and they are vulnerable in ways we rarely stop to consider. That is why the news from last week mattered so much. A joint NATO operation intercepted Russian submarines near Svalbard, the Arctic archipelago that sits between mainland Norway and the North Pole, as they were reportedly attempting to destroy a vital undersea cable in the region. Two Western officials told Reuters that the submarines belonged to GUGI, a deeply secretive Russian unit known for undersea warfare, and that the operation was uncovered before any actual damage could be done. NATO forces from the United Kingdom, Norway, and the United States were involved in the response, and they managed to stop the mission. But what happened in those remote northern waters was not a distant military curiosity. It was a direct reminder that the internet, something we treat as free, infinite and indestructible, is actually made of physical things lying in dangerous places. A single cut cable can disconnect countries, disrupt hospitals, interrupt emergency services and freeze financial markets. An attempt to sever that cable is not an abstract geopolitical event. It is an attack on the essentials of everyday life, from the messages we send to our families to the systems that keep our lights on.

What makes this incident particularly alarming is not just the danger itself, but the quiet, patient way it unfolded. Russian special-purpose submarines are built for exactly this kind of work. They are not ordinary attack submarines meant for open battle. They are designed to operate silently in deep water, hovering near the seabed, using remote operated vehicles and mechanical arms to cut or manipulate cables and pipelines. They can do this, slip away, and leave no trace except a sudden dead link on the other side of the world. In this case, NATO says it detected the attempt and stopped it in time, and defence officials have understandably been careful about revealing how they managed it. The involvement of the UK, Norway, and the US points to a coordinated response to a specific and credible threat, not just a general patrol of the Arctic. For Verinicia Codrean, head of strategy at EUROATLAS, a defence company that focuses on exactly these risks, the episode represents a significant escalation in Russian activity. “NATO now appears to have evidence of what appears to be rehearsal of a capability,” she said. That phrase deserves attention. A rehearsal is not the same as an attack, but it is not harmless either. It means practising the move, testing the response, learning how far you can go before someone notices. It is like someone trying a locked door, not to get in immediately, but to see if the alarm works. Codrean added that the real challenge is not only detecting the next attempt, but detecting it early enough to stop it, and doing so with enough clarity to attribute it to Russia. In the deep ocean, where sensors are limited and evidence can disappear, that is a very high bar. It is one thing to know that a cable has been cut. It is quite another to prove exactly who did it, with what vessel, and for what reason.

For most ordinary people, the idea of a Russian submarine trying to cut a cable near Svalbard sounds remote, almost like a scene from a spy thriller. But the consequences would be felt in every British home within minutes. If the undersea cables that connect the UK to the outside world were severed, the invisible machinery of normal life would begin to fail. Bank cards would stop working. Businesses would lose access to payment systems. Hospitals would struggle to access patient records. Supermarket supply chains would slow. Video calls would descend into silence. Emergency services would be seriously weakened. Social media would go quiet. And the sense of confusion and panic would spread faster than any official explanation could respond to it. Codrean warns that the UK currently has too much dependence on this infrastructure and too little permanent protection. “Without adequate undersea defence and surveillance, the UK leaves itself with a weakness,” she said. “The brazenness of this latest plot just proves the urgency of fixing that vulnerability, and building undersea defence that is persistent and not just reactive.” That word “reactive” is crucial. For too long, the approach to protecting underwater infrastructure has been a matter of responding after something goes wrong, or gathering intelligence and hoping that deterrence works. But in the deep sea, a response after the fact is far too slow. By the time a cable is cut, the damage is already done. What is needed, Codrean argues, is a permanent presence: ships, sensors, submarines, underwater drones, and listening systems that remain in place and can spot suspicious activity before it reaches the cable. That kind of capability is expensive and complicated. But the cost of not having it could be far greater, not just in money, but in the collapse of trust in the systems that keep the country running.

The British Parliament has been thinking about this too, and its conclusions are sobering. The Joint Committee on National Security Strategy has said that there is no imminent threat to the UK’s undersea cable network. That phrase might sound reassuring, but the rest of the committee’s report makes clear just how fragile the situation really is. The committee also said it was not confident that the UK could prevent such attacks, or recover within an acceptable time period if one happened. In other words, the worst-case scenario may not be around the corner, but if it did happen, the country would not be ready. That is a strange and uncomfortable situation for a modern developed nation to find itself in. We spend enormous sums protecting borders, airspace and computer networks, yet a cable on the seabed can be damaged by a grappling hook, let alone a sophisticated submarine, and bring a significant part of the country’s digital life to a halt. The Ministry of Defence is particularly concerned about Russian ships such as the Yantar, which has been spotted on the edge of British waters at least twice in the past year. Intelligence officials suspect that vessels like the Yantar are being used to map the location of cables and pipelines, gathering data that could be used later in a real attack. The government also says Russian activity off the British coast has increased by 30 percent over the past two years. That statistic should be a wake-up call. It shows a country on the other side of Europe quietly and systematically expanding its presence around the United Kingdom. The danger is not only a single dramatic explosion or sunrise attack. It is a slow, deliberate, patient campaign to understand every weakness in the underwater network and wait for the right moment to exploit it.

The broader picture makes this even more worrying. According to the recent strategic defence review, the sea is becoming increasingly vulnerable, and adversaries are more willing to threaten the flow of critical commodities. That bureaucratic phrase hides a deeply human reality. Critical commodities are not abstract economic terms. They are the electricity that powers refrigerators and ventilators. They are the oil that fuels ambulances, buses and delivery vans. They are the gas that heats homes in winter and keeps factories running. They are the data that allows teachers to teach remotely, doctors to consult patients, and grandparents to see their grandchildren on a screen. If an adversary can disrupt these flows, they do not need to fire a missile or invade a border. They can simply interrupt the quiet, hidden systems on which our entire way of life depends. Russia has long denied any intention of attacking Western infrastructure, but the evidence being reported by Western officials continues to suggest otherwise. The incident near Svalbard was not an isolated event. It fits into a pattern of increasingly bold behaviour in waters once considered safe. NATO has responded by improving coordination between allies and sending more patrols, and the United Kingdom has begun to think more seriously about undersea defence. But many experts believe the pace is still far too slow. The threat is not going to disappear with a change of leadership or a diplomatic agreement. It is a structural part of modern geopolitics, and it requires a structural response.

No one wants to live in a world where governments are constantly preparing for invisible attacks beneath the sea. But that is exactly the world we now live in. The NATO operation against the Russian submarines near Svalbard should not be treated as a lucky victory or a one-off success story. It should be seen as a warning, and an opportunity. The fact that NATO was able to stop this attempt is genuinely good news, and the people who planned and executed that operation deserve recognition. But success in one engagement cannot replace a long-term strategy. The United Kingdom needs to develop undersea defence that is persistent, intelligent, and hard to evade. That means investment in specialist vessels, underwater drones, seabed monitoring systems, and stronger relationships with allies like Norway and the United States. It also means being honest with the public about the risks, without creating panic. The cables are there, invisible beneath the water, carrying our words, our money, our memories and our plans. They were built in an era of relative peace and trust, an era that may be ending. We do not know exactly when the next attempt will come, or where it will be aimed. It might be near Svalbard again, or off the coast of Cornwall, or somewhere far away that still manages to affect us. But we do know that Russia is watching, mapping and rehearsing. The question is whether the rest of us are doing enough to make sure that when the next hand reaches for the cable, it finds a defence, not an opportunity. That is not a question only for generals and intelligence officers to answer. It is a question for the whole country, because the internet we rely on is not in the sky. It is at the bottom of the sea, and it is vulnerable. The good news is that we still have time to prepare. The bad news is that we have been warned more than once, and time does not stand still. Somewhere beneath the ocean, quite possibly, the next submarine is already on its way.
